Am I a resident of the UK?

I'm self-employed (director of my own LLC) in the UK on Tier 1 visa. I pay PAYE and NI and I arrived 2 months ago. My intention is to stay for a long period of time. Am I considered as a UK resident for a) travel insurance b) tax authorities c) in general? For example, I'm going to rent a car for a weekend and I'm asked if I'm UK resident or not (and the rate differs). Another example is buying travel insurance for Schengen visa.
